Negara Abai: 12 Awak Kapal LCT CITA XX Hilang, Siapa yang Bertanggung Jawab?

Hampir setahun berlalu sejak LCT Cita XX beserta 12 awak kapal dan penumpangnya lenyap tanpa jejak di perairan Timika Papua pada 17 Juli tahun lalu. Namun, hingga kini, tak ada kejelasan mengenai nasib mereka. Hilangnya 12 nyawa ini bukan hanya tragedi personal bagi keluarga yang ditinggalkan, melainkan juga cerminan nyata dari dugaan kegagalan negara, dalam hal ini Kementerian Perhubungan, untuk melindungi warganya.

Kekecewaan dan kemarahan atas absennya kejelasan ini mendorong SAKTI (Serikat Awak Kapal Transportasi Indonesia) bersama pengacara Yogie Pajar Suprayogi dan Human Rights Working Group (HRWG) untuk mengadukan permasalahan ini ke Komisi Nasional Hak Asasi Manusia (Komnas HAM) pada Kamis siang, 3 Juli 2025. Pengaduan tersebut diterima langsung oleh Ketua Komnas HAM, Ibu Anis Hidayah, di ruang rapat Asmara Nababan.

Dalam pengaduannya, SAKTI dan mitra-mitranya menyoroti pembiaran oleh negara terhadap ketidakjelasan nasib 12 individu di atas LCT Cita XX. Ini adalah tuduhan serius yang menuntut pertanggungjawaban dari pihak berwenang. Bagaimana mungkin sebuah insiden hilangnya kapal dengan belasan orang di dalamnya bisa menguap begitu saja tanpa penyelesaian yang berarti?

Lebih jauh, laporan tersebut juga mengungkap ketidakjelasan status kepemilikan kapal. Menurut data DITLALA , LCT Cita XX masih terdaftar atas nama PT Tanjung Kumawa. Namun, fakta di lapangan menunjukkan bahwa kapal tersebut diduga milik perorangan. Disparitas informasi ini menimbulkan pertanyaan besar tentang transparansi dan akuntabilitas dalam registrasi kapal, yang berpotensi menjadi celah bagi praktik-praktik ilegal dan membahayakan keselamatan pelayaran. Selain itu, kejanggalan dan pelanggaran administratif lainnya juga dilaporkan, mempertebal dugaan adanya maladministrasi atau bahkan penyimpangan.

Pertemuan dengan Komnas HAM memberikan sedikit harapan bagi keluarga korban dan para advokat. Ibu Anis Hidayah menyatakan kesediaannya untuk menerima pengaduan dan berjanji akan menindaklanjutinya. Ini adalah langkah awal yang penting, namun pekerjaan rumah bagi Komnas HAM dan pemerintah masih sangat panjang.

Kasus LCT Cita XX adalah alarm keras bagi negara. Ini bukan sekadar kecelakaan laut, melainkan krisis kemanusiaan yang menuntut perhatian serius. Negara memiliki kewajiban konstitusional untuk melindungi setiap warga negaranya, termasuk para awak kapal yang rentan dan seringkali bekerja dalam kondisi berisiko tinggi. Kegagalan untuk memberikan kejelasan dan pertanggungjawaban dalam kasus ini tidak hanya melukai hati keluarga korban, tetapi juga mengikis kepercayaan publik terhadap institusi negara.

Sudah saatnya Kementerian Perhubungan dan instansi terkait lainnya membuka diri, melakukan investigasi menyeluruh, dan memberikan jawaban yang jujur kepada publik, terutama kepada keluarga 12 ABK dan penumpang LCT Cita XX yang telah menunggu kejelasan selama hampir setahun. Jangan biarkan harapan mereka karam begitu saja.
