Sebagai seorang pengurus serikat pekerja , saya menyaksikan sebuah ironi yang cukup memprihatinkan di dunia pelayaran Indonesia. Setiap tahun, ribuan pemuda-pemudi lulus dari berbagai sekolah pelayaran dengan semangat membara dan ijazah perwira di tangan, siap mengarungi samudra dan mengabdikan diri pada industri maritim. Namun, kenyataan seringkali tidak seindah impian.

Alih-alih langsung menempati posisi perwira sesuai dengan pendidikan yang mereka tempuh, banyak dari pelaut muda ini justru harus memulai karir dari posisi kelasi atau oiler. Sebuah langkah mundur yang terasa kurang ideal, mengingat investasi waktu, biaya, dan tenaga yang telah mereka curahkan selama pendidikan. Fenomena ini bukanlah cerminan kurangnya kompetensi, melainkan lebih kepada ketidakseimbangan yang mencolok antara jumlah pelaut muda yang dihasilkan dengan ketersediaan lapangan pekerjaan yang sesuai dengan kualifikasi mereka.

Kondisi ini menimbulkan beberapa dampak negatif. Pertama, hilangnya potensi dan semangat para pelaut muda. Merasa tidak dihargai dan tidak dapat mengaplikasikan ilmu yang telah dipelajari, tak sedikit dari mereka yang akhirnya merasa frustrasi dan bahkan beralih ke profesi lain. Kedua, inefisiensi dalam sistem pendidikan maritim. Investasi besar dalam mencetak perwira menjadi kurang optimal jika pada akhirnya mereka hanya mengisi posisi non-perwira. Ketiga, potensi terjadinya praktik eksploitasi karena tingginya Supply pelaut yang mencari pekerjaan.

Untuk mengatasi permasalahan krusial ini, diperlukan langkah strategis dan terukur dari pemerintah. Salah satu solusi yang mendesak untuk dipertimbangkan adalah moratorium sementara (moratorium) terhadap penerimaan mahasiswa baru di sekolah-sekolah pelayaran. Langkah ini bertujuan untuk menstabilkan kembali rasio antara jumlah lulusan dengan kebutuhan pasar kerja. Moratorium ini harus disertai dengan evaluasi menyeluruh terhadap kurikulum dan kualitas pendidikan maritim, sehingga ketika keran penerimaan dibuka kembali, lulusan yang dihasilkan benar-benar kompeten dan sesuai dengan kebutuhan industri.

Selain itu, pemerintah perlu memfasilitasi akses yang lebih luas bagi manning agency Indonesia untuk berinteraksi langsung dengan pemilik kapal (owner/principal) dari luar negeri dalam sebuah forum yang terstruktur dan berkelanjutan. Forum ini akan menjadi platform yang efektif untuk membangun kemitraan, memahami kebutuhan spesifik dari perusahaan pelayaran internasional, dan pada akhirnya membuka lebih banyak peluang kerja bagi pelaut Indonesia, termasuk para perwira muda.

Dengan adanya moratorium yang terukur dan fasilitasi forum pertemuan antara manning agency dan owner/principal, diharapkan kesenjangan antara supply dan demand pelaut dapat dipersempit. Para pelaut muda yang baru lulus dapat memiliki kesempatan yang lebih besar untuk memulai karir sesuai dengan kualifikasi mereka, mengoptimalkan potensi diri, dan berkontribusi secara maksimal bagi kemajuan industri maritim Indonesia. Ini bukan hanya tentang menciptakan lapangan kerja, tetapi juga tentang menjaga asa dan martabat para pelaut muda sebagai aset bangsa di masa depan. Pemerintah memiliki peran sentral dalam mewujudkan ekosistem maritim yang lebih sehat dan berkeadilan bagi seluruh insan bahari Indonesia.

    Kedua Setiap Kampus pelayaran harus bekerja sama dgn perusahaan2 pelayaran dan meningkatkan mutu pendidikan,dgn mengutamakan belajar Bahasa Inggris, karena bahasa Inggris adalah modal utama untuk bersaing mencari pekerjaan ketika selesai dari pendidikan .
