Alih-alih langsung menempati posisi perwira sesuai dengan pendidikan yang mereka tempuh, banyak dari pelaut muda ini justru harus memulai karir dari posisi kelasi atau oiler. Sebuah langkah mundur yang terasa kurang ideal, mengingat investasi waktu, biaya, dan tenaga yang telah mereka curahkan selama pendidikan. Fenomena ini bukanlah cerminan kurangnya kompetensi, melainkan lebih kepada ketidakseimbangan yang mencolok antara jumlah pelaut muda yang dihasilkan dengan ketersediaan lapangan pekerjaan yang sesuai dengan kualifikasi mereka.
Kondisi ini menimbulkan beberapa dampak negatif. Pertama, hilangnya potensi dan semangat para pelaut muda. Merasa tidak dihargai dan tidak dapat mengaplikasikan ilmu yang telah dipelajari, tak sedikit dari mereka yang akhirnya merasa frustrasi dan bahkan beralih ke profesi lain. Kedua, inefisiensi dalam sistem pendidikan maritim. Investasi besar dalam mencetak perwira menjadi kurang optimal jika pada akhirnya mereka hanya mengisi posisi non-perwira. Ketiga, potensi terjadinya praktik eksploitasi karena tingginya Supply pelaut yang mencari pekerjaan.

Para pelaut muda yang baru lulus dapat memiliki kesempatan yang lebih besar untuk memulai karir sesuai dengan kualifikasi mereka, mengoptimalkan potensi diri, dan berkontribusi secara maksimal bagi kemajuan industri maritim Indonesia. Ini bukan hanya tentang menciptakan lapangan kerja, tetapi juga tentang menjaga asa dan martabat para pelaut muda sebagai aset bangsa di masa depan. Pemerintah memiliki peran sentral dalam mewujudkan ekosistem maritim yang lebih sehat dan berkeadilan bagi seluruh insan bahari Indonesia.
Pertama Pemerintah harus hadir mengenai masalah ini untuk membatasi penerimaan Mahasiswa/taruna, maupun siswa dari umum untuk mengurangi lulusan pelayaran.
Kedua Setiap Kampus pelayaran harus bekerja sama dgn perusahaan2 pelayaran dan meningkatkan mutu pendidikan,dgn mengutamakan belajar Bahasa Inggris, karena bahasa Inggris adalah modal utama untuk bersaing mencari pekerjaan ketika selesai dari pendidikan .
