Laporan tersebut membeberkan dugaan kuat adanya praktik kerja paksa dalam rantai pasok produk tuna asal Indonesia yang diekspor ke Australia. Bagi kami di Serikat Awak kapal transportasi Indonesia (SAKTI), temuan ini bukanlah sekadar angka atau deretan kalimat di atas kertas, melainkan cerminan pahit dari realitas yang dihadapi kawan-kawan Awak Kapal Perikanan (AKP) setiap harinya.
Data ini menjadi tamparan keras sekaligus bukti tak terbantahkan bahwa tata kelola ketenagakerjaan perikanan kita sedang tidak baik-baik saja. Di tengah ambisi pemerintah meningkatkan devisa dari ekspor produk laut, ada hak asasi manusia yang dikorbankan di atas gelombang samudra.
Ironi Ekspor dan Perlindungan yang Minim
Sangat ironis ketika produk perikanan Indonesia mampu menembus pasar internasional seperti Australia, namun manusia yang bekerja di baliknya masih terjerat dalam ekmanisme kerja yang eksploitatif. Selama ini, tata kelola perikanan kita terlalu condong pada aspek industri dan pelestarian ekosistem laut (ikan), namun seringkali “lupa” memanusiakan manusianya.
SAKTI menegaskan bahwa kita tidak bisa lagi hanya berharap pada itikad baik pemerintah yang selama ini tampak enggan melangkah karena tekanan kepentingan pengusaha. Laporan Greenpeace ini harus menjadi momentum pendobrak. Pemerintah tidak boleh lagi menutup mata dengan dalih menjaga iklim investasi jika itu berarti membiarkan praktik perbudakan modern terus terjadi.
Mengapa Ratifikasi Konvensi ILO 188 Harga Mati?
Laporan ini semakin memperkuat urgensi bagi Pemerintah Indonesia untuk segera meratifikasi Konvensi ILO C-188 (Mengenai Pekerjaan dalam Penangkapan Ikan). Ratifikasi ini adalah kunci utama untuk:
- Standardisasi Perlindungan: Memberikan perlindungan menyeluruh bagi AKP, mulai dari syarat kerja, akomodasi, makanan, perlindungan kesehatan, hingga jaminan sosial yang selama ini sangat minim di sektor domestik.
- Kepastian Hukum: Menghilangkan tumpang tindih regulasi yang seringkali membuat AKP berada dalam posisi tawar yang lemah di hadapan pemilik kapal atau agen penyalur.
- Keberlanjutan Industri: Dunia internasional kini semakin ketat terhadap aspek traceability (ketertelusuran) dan etika kerja. Tanpa ratifikasi C-188, produk perikanan Indonesia berisiko diboikot oleh pasar global karena dianggap mengandung “darah” kerja paksa.
Melindungi Laut, Melindungi Manusia
Pemerintah dan pengusaha harus menyadari bahwa keberlanjutan industri perikanan tidak hanya soal mencegah overfishing atau menjaga ekosistem laut. Keberlanjutan yang sejati adalah ketika ekosistemnya sehat, industrinya maju, dan pekerja di dalamnya terlindungi serta sejahtera.
Membangun industri perikanan di atas penderitaan awak kapal adalah tindakan yang mencederai martabat bangsa. SAKTI mendesak pemerintah untuk segera mengambil langkah berani: berhenti berkompromi dengan praktik-praktik eksploitatif dan segera sahkan ratifikasi ILO C-188.
Sudah saatnya negara hadir secara nyata di atas dek kapal, bukan hanya hadir saat memanen hasil tangkapannya. Kita tidak butuh sekadar kata-kata manis di forum internasional; kita butuh perlindungan hukum yang konkret bagi para pahlawan devisa di laut lepas.
Laporan Greenpeace ini adalah momentum bagi pemerintah untuk berbenah. Kita butuh keberanian politik untuk menaruh martabat manusia di atas margin keuntungan semata. Jangan biarkan tuna-tuna kita berenang ke pasar dunia dengan membawa jejak kerja paksa.
