Setiap tanggal 1 Mei, dunia memperingati Hari Buruh Internasional sebagai simbol perjuangan kelas pekerja untuk keadilan dan martabat kerja. Tahun ini, Serikat Awak Kapal Transportasi Indonesia (SAKTI) bersama Team 9—koalisi yang mendorong percepatan ratifikasi Konvensi ILO No. 188—ikut turun ke jalan. Kami mengangkat satu isu penting yang hingga kini terus diabaikan negara: belum adanya perlindungan menyeluruh bagi awak kapal perikanan Indonesia.
Sebagai negara kepulauan dengan sektor perikanan yang menjadi tulang punggung ekonomi dan ekspor, Indonesia justru belum menunjukkan komitmen serius untuk melindungi para pekerja di sektor ini. Awak kapal niaga memang telah terlindungi oleh kerangka Maritime Labour Convention (MLC) 2006, yang Indonesia ratifikasi melalui UU No. 15 Tahun 2016. Namun, ribuan awak kapal perikanan—baik domestik maupun yang bekerja di kapal berbendera asing—masih bekerja dalam situasi hukum yang kosong, tanpa perlindungan setara.
Padahal, ILO Convention No. 188 tentang Pekerjaan dalam Penangkapan Ikan telah hadir sebagai standar internasional yang memberi pengakuan dan perlindungan terhadap hak-hak dasar awak kapal perikanan, termasuk jam kerja, sistem pengupahan, hak atas jaminan sosial, keselamatan kerja, dan mekanisme pengawasan serta penegakan hukum.
Sayangnya, hingga Mei 2025, Indonesia masih abai terhadap ratifikasi konvensi ini. Padahal, manfaatnya bukan hanya bagi pekerja. Secara geopolitik dan ekonomi, ratifikasi ILO C188 akan meningkatkan reputasi Indonesia sebagai negara yang menjunjung tinggi prinsip-prinsip kerja layak dan anti perbudakan serta kerja paksa—dua isu besar yang terus menghantui industri perikanan global.
Lebih dari itu, ratifikasi konvensi ini akan membuka akses pasar ekspor yang lebih luas, terutama ke negara-negara seperti Amerika Serikat dan Eropa yang kini menerapkan ketentuan ketat terkait ketertelusuran rantai pasok (supply chain due diligence) dan uji kelayakan sosial (social compliance).
Bagi kami di SAKTI dan Team 9, pengesahan ILO C188 bukan sekadar legalitas. Ini adalah langkah moral dan politis: untuk memastikan bahwa nelayan dan pelaut yang bekerja di laut lepas tidak diperlakukan sebagai manusia kelas dua. Tidak ada alasan untuk menunda. Rekomendasi peta jalan sudah ada . Dukungan politik mulai terkumpul. Hari Buruh ini harus menjadi momentum pemerintah untuk menyatakan komitmennya secara terbuka.
Kami menyerukan kepada Presiden Republik Indonesia, Menteri Ketenagakerjaan, Menteri Kelautan dan Perikanan, Kementrian pelindungan pekerja Migran indonesia, untuk segera menindaklanjuti proses ratifikasi melalui mekanisme yang telah diatur dalam sistem ketatanegaraan kita. Kami juga mengajak seluruh konfederasi dan federasi serikat pekerja di Indonesia untuk bersatu menyuarakan ratifikasi ini sebagai bagian dari perjuangan buruh nasional.
Karena buruh perikanan juga manusia. Karena kerja di laut harus juga bermartabat.
